The U.S. Department of the Army, through Army Contracting Command - Aberdeen Proving Ground (W6QK ACC-APG), issued this Special Notice announcing the availability of 'Warped Alloy,' a cutting-edge software framework for Software Defined Radio (SDR) signal chains. The framework enables SDRs to dynamically adjust their capabilities in real time based on the sensed RF environment, with key features including FPGA-based reconfigurable RF signal processing modules, Physical Layer (PHY) and Media Access Control (MAC) functionality, a top-level HDL framework, a C-based API, and a Transport Interface. The government is releasing the software to industry partners to foster collaboration and innovation in RF operations; interested parties must complete the attached Non-Disclosure Agreement (Attachment 1) and have a Test Resource Management Center (TRMC) account to access the Warped Alloy software repository.

The government is seeking information from interested and qualified vendors that can provide nationwide tolling management services for a large vehicle fleet owned by gsa and leased to other federal agencies consisting of more than 230,000 vehicles, with the potential fleet size and associated requirements to increase over time as well as the possibility to include services for another 200,000+ agency owned, non-postal service, vehicles. Based on where these vehicles operate, the true number is likely closer to 200k for the gsa fleet with the possibility for an additional 150k agency-owned vehicles. The government requires a solution that can support toll payment and account management across the united states, including interoperability with multiple tolling authorities and toll collection systems and the ability to integrate with federal government billing and systems of record.
