Heat Pump Savings and Installation Specification Study (Request for Proposal)

Description: Seeking proposals for a contractor to perform an evaluation and research into energy trust s residential home retrofit program heat pump measure performance and installation specifications. This research is an outcome of energy trust observing lower than expected realization rates for heat pump measures in recent years, consistent with broader trends in heat pump savings throughout the region. This evaluation will use a mixed-methods approach to identify and test trends in heat pump installations in the field that may be resulting in lower realized savings values. This evaluation will take a phased approach, first identifying trends and developing a new installation specification and then designing and monitoring a field test of the new installation specification to measure the impacts and outcomes on energy savings, costs, and installation contractor and customer experiences. This rfp is for the first phase of the study.
