GAOA Idaho Airstrip Back Country 2

The U.S. Department of Agriculture Forest Service is soliciting proposals for deferred maintenance work at three backcountry airstrips (Chamberlain, Cold Meadows, and Cabin Creek) in the Frank Church River of No Return Wilderness, Payette National Forest, Idaho. Work includes vegetation cutting, tie-down construction/demolition, marker and windsock installation, information board building, grading, outhouse construction, belt drain installation, and culvert replacement, all to be performed with non-motorized and non-mechanical equipment due to the wilderness location. The solicitation is a firm fixed-price contract (Solicitation No. 1240LT26R0008), evaluated via a tradeoff process considering non-price factors (past performance, experience, technical approach) alongside price; proposals are due January 9, 2026.

This project includes maintenance items at three separate backcountry airstrips. Maintenance includes cutting down trees, removing vegetation, demolition and construction of airplane tie downs, including new chains, construction of boundary and threshold markers on the runway, including removal/relocation and painting of said items, removal/relocation and construction of windsock structures and segmented circles, including painting of said items, construction of information boards, grading cut and fill to raise the airstrip above an existing culvert, construction of an outhouse, installation/replacement of belt drains within the airstrip runway, including the removal and disposal of belt drains, replacing of existing/missing chains at existing airplane tie downs, repairing top drains, removal/disposal of an existing culvert and installation of a new culvert, and painting existing route markers and segmented circles.

Major work items include: Dewater reservoir and construction area. Excavate a portion of the existing dam embankment and foundation to remove the existing outlet works pipe and allow construction of the new outlet works. Reconstruct the dam embankment, including. Construct precast concrete outlet works riser for a new outlet works. Construct concrete encased, precast reinforced concrete pipe outlet works conduit. Construct precast concrete low-level outlet works inlet structure and concrete encased PVC pipe conduit. Construct grouted riprap outlet works stilling basin. Excavation, fill, and grading for new auxiliary spillway. Place gravel road surfacing within specified limits on the crest of the dam. Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of soil and seeding.
