FORGE: Emerging Technology International Vendor Selection and Execution Platform

Description: The Department of Defense seeks a prototype, end-to-end process and digital platform for identifying, evaluating, selecting, and developing emerging international technologies that address operational gaps for U.S. and Israeli special operations forces. The proposed process covers gap definition, international solution solicitation, proposal evaluation, in-person panel decisions in the United States and Israel, milestone-funded development, and mission-relevant testing and validation. This is an open solicitation/prototype challenge—not a grant program—with responses due October 8, 2026.
