Consultant shall study the Exton Crossroads as a cohesive regional activity center to identify priority multimodal corridors, public spaces, and opportunity areas. While evaluating the broader study area, the consultant shall focus planning recommendations and planning-level conceptual design efforts on a limited number of priority locations identified through the planning process to support implementation-ready recommendations. Develop a long-term vision for Exton Crossroads as a connected, walkable, multimodal Town Center.
Improve multimodal access between commercial areas, residential neighborhoods, parks, trails, transit facilities, and other major destinations. Identify opportunities to enhance safety, accessibility (including compliance with the Americans with Disabilities Act), and mobility for pedestrians, bicyclists, transit users, motorists, and freight movement. Establish a coordinated streetscape, placemaking, and wayfinding framework that strengthens the Town Center's identity while improving the quality of the public realm. Advance Complete Streets principles that support redevelopment, economic vitality, and sustainable growth. Develop implementation-ready planning recommendations and conceptual design illustrations for selected priority locations. Identify funding opportunities, partnerships, and phasing strategies to advance future design and construction projects.
