Food, Food Distribution, and Related Supplies

Description: Mohave, on behalf of ASPIN (ASPIN/Mohave), desires to establish contracts with qualified and experienced distributors for distribution of food and related supplies to eligible ASPIN members. ASPIN/Mohave currently has 150 members in the State of Arizona. Awarded distributors will be responsible for statewide delivery to more than 770 member locations.  Members currently eligible to participate in any awarded contracts as of October 26, 2026 are included in the attachment titled, RFP 26W-1204 Current ASPIN Members.pdf. A list of members and their delivery addresses can be found in the “Member Name, Delivery Location” worksheet of the “26W ASPIN Food-Supplies.xlsx” pricing workbook. However, other members may be added during the term of an awarded contract(s). Members that are added during the term of an awarded contract(s) are responsible for determining if their purchases would materially increase any volume provided in the original solicitation. A current list of all members can be found on Mohave’s website at www.mesc.org. Contracts, in whole or in part, shall be awarded to offeror, or offerors, for an initial one (1) year term and four (4) potential one-year extensions (contract modification). The scope of work and specifications define the quality and characteristics of the desired food products and related supplies. They are based upon specifications for known acceptable manufacturers, processes, materials and/or brands requested by our members. The specifications are not intended to be exclusive or to restrict competition. Offerors may offer alternate solutions, including alternate manufacturers, which meet the quality and performance characteristics in the specifications. ASPIN/Mohave shall review such offers and be the final judge on the acceptance of any alternate solutions. In 1995, Mohave, a statewide purchasing cooperative, formed Arizona School Partners in Nutrition (ASPIN) to procure food and related supplies for school districts and other eligible agencies throughout the State of Arizona. ASPIN administers contracts for food and supplies for over 150 member agencies composed of schools, cities, counties, and qualifying nonprofit agencies throughout Arizona. Membership in ASPIN is established through a Mohave Cooperative Purchasing Agreement (CPA). The signed CPA serves as the contract between ASPIN/Mohave and the participating member and establishing a Holding Fund authorizes the member to use ASPIN/Mohave’s contracts. As a local procurement unit administering a cooperative purchasing program, ASPIN/Mohave follows the Arizona Procurement Code and Arizona Department of Education School District Procurement Rules and applicable Code of Regulations to competitively solicit and award procurement contracts. One contract vendor holds ASPIN/Mohave’s current contract for the specified products and services. Activity under the contract from July 1, 2022 including year to date activity (as of the publication date of this RFP) is $359,911,572. This information is provided as an aid to offerors in preparing proposals only.  It is not to be considered a guarantee of volume under an awarded contract.  The discount and pricing schedule shall apply regardless of the volume of business under the contract.
