Farm Ground Lease Proposal RFP
Lease of county-owned farm ground.
Description: This Lease requires the development, construction, and operation of a private terminal servicing departing and arriving passengers on scheduled commercial flights, and optionally airline crews, offering a private, luxurious, bespoke and expedited experience away from public terminals for dwelling before commercial flights, including the Transportation Security Administration ("TSA") screening, delivery of guests to the aircraft for domestic and international flights via private vehicles on approved Airport ramps, and the reverse journey upon arrival, including Customs and Border Patrol (“CBP”) screening for international arrivals. The Private Terminal must provide private rooms for guests and may include a salon for multiple parties. The site chosen is 75,023 SF. The site includes 13,415 SF lot directly across the street which will be used for vehicle parking.

The California Department of General Services (DGS), on behalf of the California Department of Corrections and Rehabilitation (CDCR), seeks farming and land-management lease proposals for approximately 353.4 acres at Wasco State Prison (WSP). The existing use includes approximately 273 acres for growing, rotating, maintaining, and harvesting sellable fodder crops, and bidders must submit a Sustainable Land Management Plan covering WSP open space, maintenance, weed abatement, and mosquito abatement. Irrigation water is sourced from WSP recycled effluent disposal, and the State does not guarantee its availability, quality, or quantity.
