Description: This advertisement solicits sealed bids to be opened Thursday, November 5, 2026, at 10:00 AM in the Boardroom (2nd floor) at the East Goshen Township Building located at 1580 Paoli Pike, West Chester, PA, for equipment rental, supplies and related services. Items and requirements listed in the posting include (verbatim): All-Terrain Crawler Carrier Utility Machines Rental: 1) Two rentals needed 2) Rubber tracks not required 3) Carrying capacity: 28,000lbs 4) 320hp; 1800rpm Chemicals: 1. 14,000 gallons of aluminum sulfate, 50% low iron *Must be delivered in a straight tank truck, NO TRAILERS 2. 20,000 gallons of caustic soda (25% sodium hydroxide) in liquid bulk delivery Crusher: Rubble Master RM70GO or comparable Fuel: 1. 2,000 gallons: 89 octane unleaded gasoline 2. 8,000 gallons: #2 diesel fuel Milling Machines Without Operators (two): - 1.3-meter-wide milling drum. Shall be capable of milling next to vertical curb. Milling depth shall be adjustable from a minimum of 0.0 inches to 12.0 inches. - Milling machine will have a 7' x 2" wide milling head with a self-loading conveyor. The milling machine shall have a front-loading conveyor. The conveyer shall be covered and shall be capable of loading a dump truck that has a tail gate height of 12 feet. The milling machine shall be equipped with a water system for dust control. Rental Equipment Without Operators: - Track loader with 2-yard bucket - Hydraulic excavator: 20-ft depth - Dozer: 80hp - Rubber tire loader with a 3-yard bucket - Asphalt roller: 67" drum - Skid steer with attachments, hammer, & 36" planer - One long-stick excavator - 25-to-30-ton capacity articulated off-road trucks - 2500-gallon water truck Signs and Posts: PA DOT-approved for traffic control, street signs, and posts Tri-Axle Dump Truck Rental: 1. Estimated need: 180 hours 2. Must have certificate of insurance naming East Goshen Township as additionally insured 3. The operator must have a valid CDL driver's license. 4. All work will be billed on an hourly basis. 5. Must be capable of hauling 22 tons of asphalt, milling, & stone Specifications are available on the East Goshen Township website (RFP/Public Bid Notices). Miller Director of Public Works Additional document text (MS-970 equipment rental proposal and contract instructions) included in the posting specifies: - Sealed proposals will be received on or before 10:00 AM on November 5, 2026, and will be opened and read at approximately 10:00 AM on that date. - Proposals must be mailed or otherwise delivered to East Goshen Township, 1580 Paoli Pk, West Chester, PA 19380, and envelopes shall be clearly marked "Bid Proposal for Equipment Leasing Opening of November 5, 2026." - The contractor agrees to provide equipment on a rental basis as described in the attached Schedule of Equipment for the period January 1, 2027 through December 31, 2027 (12-month contract), to maintain equipment in good mechanical condition, furnish fuel, operators and attachments as required, permit the municipality to review labor and equipment records, and provide adequate insurance coverage and evidence thereof if required. - Equipment must be provided on three (3) days oral notice for regular operations (two (2) hours notice for snow removal operations). - The successful bidder must, within 30 days of award, supply a performance bond or certified check in the amount of 50% of the total monthly price (Performance Bond shall be on the MS-970 form or equivalent). If a certified check is submitted and forfeited, it will be used to cover added costs if equipment was not available when needed or performance was unsatisfactory. - Additional standard contract forms and a Performance Bond form are included as attachments in the posted solicitation.
