Design-Build proposal shall include engineering design, manufacturing and/or procurement, construction, and commissioning of equipment by removing and replacing the existing series capacitor banks with new and in-kind series capacitor banks (no changes to series capacitor size, rating, segmentation, and line compensation level) and ancillary equipment such as but not limited to breakers, line and ground motor-operated disconnect switches and protection and control devices.

DHS OIG seeks upgrades to its Intrusion Detection System (IDS) and Physical Access Control System (PACS), which are aging and experiencing failures as analog phone service is scheduled to end in January 2027. The described work covers 29 alarm systems and includes moving IDS communications to digital networking and modernizing PACS controllers and readers with stronger encryption and two-factor authentication.
