Develop a practical, operationally focused, all-hazards Emergency Operations Plan for the City. Align the EOP with applicable FEMA, Cal OES, SEMS, NIMS, ICS, and other applicable state and federal guidance and requirements. Reflect the City's local hazards, geography, demographics, critical facilities, infrastructure, resources, staffing, mutual-aid relationships, and regional dependencies. Clarify department and employee roles, responsibilities, activation procedures, emergency organization, EOC operations, and decision-making processes. Develop or update a Continuity of Operations Plan (COOP) addressing essential functions, succession, alternate facilities, communications, IT recovery, vital records, and continuity of government functions. Assess the City's Emergency Operations Center capabilities and identify practical, prioritized improvements. Develop training and exercise recommendations and conduct exercises that test the City's plans and procedures. Provide user-friendly checklists, job aids, quick-reference materials, and templates that can be used by employees whose primary duties are not emergency management.
