Construction of Chilled Water Plant and Site Utility Upgrades at VA Medical Center in West Haven, CT

Description: USACE New England District is soliciting full-and-open proposals for construction of a chilled water plant and site utility upgrades at the VA Medical Center in West Haven, Connecticut; this is a federal construction solicitation, not a grant program. The work includes demolishing the existing chilled water plant, constructing a new multi-story plant with chillers, cooling towers, pumps, electrical and mechanical systems, building a new fuel tank farm and water storage tanks, and installing upgraded chilled-water, steam, condensate, domestic-water, fire-protection, and electrical utility systems. The project must be coordinated around an active medical campus, meet applicable physical-security and LEED Silver requirements, and proposals are due October 23, 2026, at 1:00 p.m. EDT.
