Description: The U.S. Army Corps of Engineers, Louisville District has issued a Combined Sources Sought and Project Labor Agreement (PLA) Market Survey (Notice ID W912QR-26-CTB) for the design and construction of a new four-story, 400-person open-bay Collective Training Enlisted Barracks of approximately 65,000 square feet at Joint Base McGuire-Dix-Lakehurst (JBMDL), New Jersey. The estimated construction cost is between $25,000,000 and $100,000,000, with an estimated duration of 1,460 calendar days. Responses are being sought from qualified small business concerns (including HUBZone, 8(a), WOSB, and SDVOSB) to help shape the acquisition strategy and to obtain industry feedback on the potential use of a PLA, with responses due via a Microsoft Form link by 2:00 PM Eastern Time on August 10, 2026.
