Ephrata Borough Authority (Owner) is requesting Bids for the construction of the following Project:

Bids for the construction of the Project will be received at PennBid, until December 8, 2026 at 10:00 AM local time. At that time the Bids received will be publicly opened and made available.
The Project includes the following Work:
The project will generally include the coordination and interconnection of two (2) new owner-procured and installed Biodryers, demolitions and replacement of dewatered solids conveyor systems, select wall demolition and replacement, indoor utility replacements, a site piping replacement/relocation, a dumpster loading canopy, and associated electrical improvements.
Separate bids are requested for the following Contracts:
Contract No. EBA26-2 – General Construction, and
Contract No. EBA26-3 – Electrical Construction.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Pre-bid Open House
A pre-bid open house for the Project will be held on November 18, 2026 from 8:00am to 10:00am. The facility will be open for bidders to view. Questions will not be answered at the open house, all questions must be asked via PennBID following the open house. Attendance at the pre-bid open house is encouraged but not required.
Instructions to Bidders
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.

Statutory Requirements
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022 , known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
The Ephrata Borough Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Ephrata Borough Authority, and to reject any or all proposals.
