Description: The GCCCD District is requesting proposals for a one-time, comprehensive weed abatement service across designated campus areas shown on Exhibits G-1 through G-3 to reduce fire risk, improve safety,and enhance the overall campus appearance. Services shall include labor, materials, equipment, traffic control, haul-off, and supervision necessary to remove and dispose of the weeds and provide preventive treatment to inhibit rapid regrowth. Proposals shall state the crew size and number of working days needed to complete each Quadrant. All Work shall be completed within sixty (60) calendar days after the Notice to Proceed.

The work generally includes establishing a continuous, approximately 30-foot-wide firebreak buffer along designated perimeter areas at both GCCCD college campuses to reduce wildfire risk associated with vegetation overgrowth. The scope includes selective vegetation cutting and weed abatement, utilizing mechanical equipment where permitted and manual clearing methods in restricted or environmentally sensitive areas. The work is intended to establish baseline firebreak conditions, improve campus safety, and support the District’s ongoing vegetation management and maintenance objectives. Work included under this Unit Price Contract consists of the abatement of environmentally hazardous substance in various buildings at Penn West University, California, Clarion & Edinboro Campuses. Work shall include, but is not necessarily limited to, removal and disposal of asbestos containing materials and lead-based paint. The contractor shall furnish all labor, superintendence, materials, tools and equipment and perform all work necessary to complete each project to the satisfaction of, and subject to the approval of the University and the State System of Higher Education. Penn West University is seeking to retain a Work Order Contract with a qualified contractor(s) to address environmentally hazardous substances on an as needed basis. The contractor(s) must be physically located within an 80-mile radius of three campuses to provide quick on-site emergency services if called upon. The University may award up to 3 contracts for this work. A Pre-Bid conference, with site visit to follow, will be held on November 11, 2026, at 11AM, at the Facilities Conference Room at McEntire Maintenance Building, 188 Wilson Avenue, Clarion, PA 16214. THIS PRE-BID MEETING IS MANDATORY Electronic Bids are due no later than 11am, EST on December 3, 2026, through PennBid located at https://pennbid.bonfirehub.com.
