PUBLIC ANNOUNCEMENT REQUEST FOR STATEMENT OF QUALIFICATIONS FOR VARIOUS PROJECTS AND STUDIES FOR WATER MAINS, DISTRIBUTION SYSTEM, AND WATER TREATMENT PLANT IN THE CITY OF ELYRIA FOR THE CALENDAR YEARS 2025, 2026, AND 2027 The City of Elyria invites Statement of Qualifications (SOQs) from the qualified Firms, Companies, and/or Consultants for Engineering, Consulting and Professional Services for the Preliminary Study and/or Final Design for various Municipal Improvement Projects including: Water Distribution System and Water Treatment Plant for the three-year period in the calendar years 2025, 2026, and 2027. Requirements for Statements of Qualifications, Programmatic Selection Process: A. SOQs will be submitted with the following information: 1. History and its experience and technical knowledge in the field(s) of the firm’s interest. 2. List of owners, key technical personnel and their experience. 3. Firm’s location, equipments, facilities and references. 4. List of projects in similar nature in alphabetical/numeric order. For each project furnish the detailed information and contact persons with their phone number(s). The information about these projects should include, but not limited in nature, of each project, estimated cost, actual services provided, time of completion and number of change orders. 5. List the Project Manager and other key staff members, key sub-consultants, if any, availability of staff and brief resumes for the key personnel. Selection Procedures The City of Elyria will maintain a list of qualified professional firms for selection of Firm/Consultant for each field. Each Professional Firm/Consultant shall be responsible to update its SOQ on file in accordance with ORC 153.65-71 as and when necessary. The City of Elyria will evaluate and select qualified Firms/Consultants from the list on file at the time for a specific project and/or study per ORC 153.65-71. Competitive price selection will not be utilized under the selection process. Firms/Consultants must submit a SOQ for its Firm to the Water Plant Operations Superintendent at the address mentioned below. The Firm/Consultant shall mention which type of work it is interested in. Interested Firms/Consultants are encouraged to submit their SOQ by January 1, 2025. SOQs will, however, be accepted any time during the calendar years 2025, 2026, and 2027. One original Statement of Qualifications and one electronic copy in PDF or MS-Word format on USB shall be submitted to: Samuel W. Division A: Water Treatment Plant The work consists of a new 300 gallon per minute treatment plant with filtration systems, chemical feed systems, pumps, controls, site piping, and building. Work will also include upgrades to the electrical systems and the addition of a generator at the well field. The work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents. Division B: Route 130 Water Main Extension The work consists of furnishing and installing water piping, fittings, valves, hydrants, services, connections, disconnections, and appurtenances for potable water. Installation will consist of 6” PVC RJ Yelomine HDD and 6” PVC SDR-21 Water Main along design route. This work also includes surface restoration. The work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents.
