The goals of SMHS for adults, pursuant to Welfare and Institutions Code section 14680-14726, are to reduce or ameliorate mental illness symptoms, improve daily functioning, and support long-term recovery, consistent with the goals of learning, development, independent living, and enhanced self-sufficiency. These services are provided through a County MHP’s network of providers, county and/or contracted, to Medi-Cal beneficiaries and those otherwise uninsured who meet DHCS-prescribed access and medical necessity criteria. The primary objective is to manage mental health conditions through various treatments and support services, many of which are designed to prevent hospitalization and facilitate a better quality of life.
