The Town of West Hartford (Town) is seeking qualifications and proposals from experienced, innovative and financially capable firms to deliver final design, construction plans and construction of a residential transfer station that will accept wide range of solid waste and recyclable materials. Recycling may include batteries, electronics, glass, textiles, food waste, bulky waste, metals, mattresses, yard waste and more. The Town is open to proposals incorporating Public Private Partnership (P3) model as it applies to the Design-Build method where the design and construction phases can overlap. This non-binding RFQ/P is intended to gauge market landscape, explore the interest in P3 for Design-Build projects, and inform future procurement and contract structures. Submission does not obligate the Town to award or enter into an agreement.
