City of Kirkland seeks a consultant to design, recruit for, facilitate and analyze at least three focus group activities (minimum one in-person; remaining virtual and/or individual interviews) totaling a minimum of 20 participants to gather qualitative data on residents’ natural yard care practices and to produce a comprehensive social‑marketing–framed report with actionable recommendations. Scope includes outreach support (culturally responsive/inclusive recruitment), discussion guide development, facility/technology coordination, language and disability accommodations, $100 participant incentives, and delivery of analysis identifying barriers, motivators, and campaign direction. Estimated project budget $16,500; proposers must obtain a Kirkland business license and meet specified insurance requirements.
