The selected consultant will update and consolidate the City’s existing planning documents into a single cohesive Master Plan to guide growth, investment, and policy decisions for parks, recreation, trails, open space, and active transportation over the next five to ten years. This effort includes integrating the recent 2026 trails update, replacing the 2017 Bicycle and Pedestrian Master Plan with an Active Transportation Plan aligned with the adopted Transportation Master Plan, and providing Level of Service (LOS) standard recommendations consistent with impact fee framework requirements. Work will involve assessing existing conditions, performing population and growth projections, delivering a comprehensive public engagement strategy and structured stakeholder work sessions, and creating prioritized capital improvement priorities, funding strategies, and adoption-ready final deliverables.
