The RFI lists firm baseline design constraints — including a wingspan of strictly less than 223 feet and a minimum payload capacity of 160,000 pounds over at least 2,500 nautical miles without refueling — and is collecting industry white-paper responses describing candidate aircraft concepts, propulsion systems, digital engineering, survivability, and logistics approaches (NAICS 336411, Aircraft Manufacturing). White-paper responses are due by July 17, 2026 to the contracting office at Wright-Patterson Air Force Base, Ohio; the notice (FA8688-RFI-26-0002) is for information-gathering and planning only and does not bind the Government to any future solicitation or award.

The Offeror shall describe the general scope of work planned for this research activity. This section shall describe the major research, synthesis, testing, data collection, and analysis activities in sufficient detail to communicate the breadth of activities proposed. A detailed work breakdown structure is not required. The scope of work shall identify all Offerors and associated stakeholder groups in the major activities of the project and shall indicate the estimated work effort required from each Offeror, expressed as a percentage of the total effort for each activity.
