Design-Bid-Build (DBB) P171 Weapons Magazine This Design-Bid-Build project will construct five (5) Containerized Long Weapons Storage Two Bay (CLWS 2B) High Explosive magazines, two segregation facilities, and one forklift charging station to support Naval Munitions Command Atlantic. Magazine construction will consist of reinforced concrete mat foundations, walls, floors, entrance and loading aprons. Segregation facilities will be constructed of pile foundations, reinforced concrete walls, floors, roof, entrance and loading aprons. Facility-related control systems include cybersecurity features. Paving and site improvements includes relocation of Turkey Road, access drives, stormwater management features, paved truck loading and unloading area, perimeter security fencing and gates, signage and landscaping.

The Work to be completed for SCADA System Equipment Upgrade for Water System is described briefly as follows: The City is seeking qualified Supervisory Control and Data Acquisition (SCADA) Integrators to provide both ongoing/as-needed SCADA maintenance and advisory services, and to perform capital improvements on/for the City's existing SCADA system. The project includes the City's SCADA monitoring and control system at one (1) office location, with Remote Telemetry Units (RTUs) at one (1) booster pump station, two (2) elevated tank sites, and one (1) well house site. The selected Integrator will be required to coordinate all SCADA system design, installation, and configuration with the City's Information Technology (IT) Department to ensure network security, proper firewall configuration, and secure remote access in accordance with industry cybersecurity best practices.

The purpose of the grant is to build stronger rural health networks, improve technology and shared operations, strengthen the rural health workforce and ultimately ensure that Vermonters receive the right care at the right time for an affordable cost.The purpose of this subrecipient grant opportunity is to support medical practices and provider consortiums in Vermont in the acquisition, implementation, and operational use of telehealth technology solutions that enable secure, high-quality virtual care delivery. This initiative is intended to improve access to care, strengthen continuity of services, and enhance the resilience of Vermont’s rural health system, particularly for rural communities and underserved populations. Funds will support investments in secure telehealth platforms, connected diagnostic tools, and related infrastructure necessary to deliver high-quality virtual visits. Funds may be used to provide technical assistance and training to grantees on technology selection, implementation, cybersecurity, and compliance.

This project includes the renovation of the Naval Reserve Building 3370 that is used for reserve training 1-2 weekends per month with approximately 250 occupants per weekend. Daily occupancy is about 25 people on a normal usage, and the weekends have high occupancy. The project scope is to replace the HVAC equipment in attempts to eliminate the recent mold growth inside the facility and incidental related work. The humid air has caused the need for temporary de-humidifiers and mold cleanup within the facility. The building currently has numerous HVAC roof top units (RTUs), and the climate control is not working to reduce the high humidity inside the building. A new HVAC system will be designed and any mold or water damaged areas removed, and finishes restored, such as re-painting or replacing ceiling tiles. Cybersecurity is also required for this project Renovation.

DESIGN-BUILD: Shipping and Receiving Building. Construct a Shipping and Receiving Building. Primary facilities include the shipping and receiving facility with high bay warehouse space, administrative space, and loading dock, and organizational vehicle parking. Project includes building information systems, antiterrorism/force protection measure, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. Supporting facilities include utility (electric, water, sewer, and gas) connections, exterior lighting, paving, parking, storm drainage, landscaping, site improvements, and information systems. Post Construction Award Services (PCAS) will be included in the project. Heating and air conditioning will be provided by self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings-related interior design services are required. Access for individuals with disabilities will be provided. Cybersecurity Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Procure sustainment and modernization services for mission communications systems aboard E-4B aircraft. This includes engineering, program management, field service representative support, specialized software sustainment and modernization, cybersecurity support, and facilities management support and expansion development of the System Integration Lab (SIL) necessary to perform the sustainment and modernization of the critical capabilities for the mission communication suite. The mission communication system's primary mission is to serve as the NAOC and is the key component of the National Military Command System (NMCS) for the President, the Secretary of Defense, and the Joint Chiefs of Staff. In case of a national emergency or destruction of ground command and control centers, the E-4B aircraft provides a highly survivable command and control communications center to direct United States Forces, execute emergency war orders, and coordinate action by civil authorities. Additionally, the E-4B provides outside the continental United States travel support for the Secretary of Defense and his staff to ensure Title 10 command and control connectivity; and it supports Federal Emergency Management Agency by providing communications and command center capability to relief efforts following natural disasters. The success of the E-4B mission is dependent on its ability to communicate effectively.

Provides critical Information Technology (IT) services. This requirement is for a contractor to provide the necessary resources to design, develop, sustain, and enhance new and existing IT capabilities for a wide range of software applications and tools. The scope in) and managing systems hosted in various environments, including on-premises data centers and cloud platforms (e.g., Cloud One, Microsoft Azure, AWS, DISA STRATUS), and requires the ability to handle a significant volume of trouble tickets and service requests. The overall scope of work includes, but is not limited to, the following service areas: a. Program and Project Management: Overseeing all contract activities, managing multiple simultaneous IT projects, and ensuring requirements are met on schedule and within budget. b. Software and Application Development & Sustainment: Developing, maintaining, and sustaining a variety of web, client, and database applications using technologies such as .NET Framework/Core, C#, Oracle, and MS SQL Server. This includes support for the Contract Repair Management System (CRMS). c. Database Administration (DBA): Installing, monitoring, and maintaining Oracle and MS SQL Server databases, including performance tuning, security hardening (STIGs), and high-availability architecture. d. Server Administration (SA): Managing and maintaining a large-scale server environment (Windows, Linux, Solaris) across physical and virtualized platforms (VMware). This includes patching, backup/recovery, and vulnerability management using tools (ACAS). e. Storage and Backup Administration (EMC2): Providing specialized expert Server Administrators with current certifications for EMC2 platforms. Personnel must be trained to an adequate level to obtain AFNET SCCM Level 3 rights. Duties include providing optimized configurations, implementing processes/procedures, and maintaining expert-level knowledge of Dell EMC storage platforms, backup and recovery products, and monitoring/reporting solutions to keep the Data Center running at peak levels. f. Cybersecurity Support: Providing Information System Security Manager (ISSM) support, managing Risk Management Framework (RMF) packages in eMASS to maintain Authority to Operate (ATO), and ensuring all deliverables comply with DoD and Air Force cybersecurity policies. g. Application Quality Assurance (QA): Providing dedicated QA support across multiple concurrent hardware/software initiatives. Responsibilities include comprehensive test planning; developing and executing test cases via tools like Team Foundation Server (TFS); managing strict User Acceptance Testing (UAT) documentation and deficiency thresholds; performing daily/weekly/maintenance system validations (including non-core hours); loading/testing electronic Technical Orders (TOs); supporting continuous process improvement (e.g., Art of the Possible); and assisting in providing documentation to obtain Authority to Operate (ATO). h. Configuration Management (CM): Executing test plans, validating application functionality, managing the change control process, and maintaining all lifecycle documentation. i. Business Intelligence (BI): Providing administration and report development using BI tools, QLIK and IBM Cognos.
