The authority seeks to expand ITS infrastructure on the expressway to create full coverage for its traffic incident management system, ultimately providing the authority with real-time data to support and enhance system operations, safety, asset management, emergency response and management, and long-term planning. The Authority also seeks to improve the existing lighting system and implement additional traffic safety measures along its system. The proposed scope of work for this Project consists of designing and building (i) a full-coverage ITS system on the Expressway, inclusive of ancillary structural work necessary for the installation of such ITS equipment, (ii) an upgraded lighting system along the corridor, and (iii) roadway improvements such as existing pavement resurfacing and placement of rumble strips on shoulders.

Work includes 1 EA patch/repair damage to the exterior insulation and finish system (efis) on both buildings. Remove only damaged portions of the efis system in its entirety to concrete masonry unit substrate and patch/repair efis in-kind to match adjacent surfaces to remain; 1 EA inspect and investigate cause of through wall water intrusion at aluminum windows. Repair or replace aluminum windows, as required, to eliminate water intrusion into buildings. Provide and install metal flashing at exterior sills of aluminum windows to slope provide positive slope over the face of the building; 1 EA remove and replace exterior sealant at the perimeter of windows and doors.

To provide an efficient and cost-effective RTCS that includes Design, integration, implementation, and Operations and Maintenance. The RTCS shall include Roadside Systems and a Roadway Support System (RSS) to provide complete and properly formed transactions ready for processing by the Authority's new Operational Back Office System (OBOS), which is being procured by the Authority separately. The successful Proposer shall procure, furnish, Design, test, install, and maintain the toll facilities, including all aspects required to create complete Electronic Toll Collection (ETC) Transactions for SunPass and Interoperable Transponders, and Image-based Transactions (IBT) with full license plate data, and transmit the transactions and images to the OBOS. The RTCS shall use the latest proven technology and shall be able to achieve the functional, technical, and Performance Requirements as further set forth in this Solicitation.
