Downtown Viaduct Feasibility Analysis RFP

The Tampa-Hillsborough County Expressway Authority (THEA) in Tampa, Florida is soliciting a Request for Proposal (“RFP”) including Expanded Letters of Response (ELOR) from Firms/Respondents that are Florida Department of Transportation (FDOT) pre-qualified to provide professional services for the project known as the Downtown Viaduct Feasibility Study, as specifically described in the “Scope of Services” in Attachment 1. The study will assess potential geometric, operational, and technology-based improvements within the downtown influence area for up to an anticipated 2055 design year. The study area generally includes the Selmon Expressway Viaduct from west of Hillsborough River to the I-4 Connector, I-4 Connector interfaces, major downtown access points, and adjacent roadway facilities influenced by viaduct operations. Selection will be made from the ELOR Package and oral presentations.
