Board meetings and strategic plans from Papio-Missouri River Natural Resources District
This Master Plan outlines the strategic direction for the Papio-Missouri River Natural Resources District for the next ten-year period, through 2030. It provides an overall framework for managing the District's natural resources, focusing on key areas such as reducing flood damages, maintaining water quality and quantity, and mitigating soil erosion and sedimentation. The plan also prioritizes providing outdoor recreation facilities, ensuring domestic water supply, developing and improving fish and wildlife habitats and forest resources, and participating in solid waste management and recycling efforts.
The board meeting agenda included several key items such as the adoption of the agenda and consent agenda, and reports from the Natural Resources Conservation Service and the Nebraska Association of Resources Districts. Committee reports covered topics including Papio Trail rules, contract approvals for trail repairs and test well drilling, interlocal agreements, and regional policy studies. The finance subcommittee addressed directors' travel and expenses. Additionally, the board considered the screening of proposals for the Historic Florence Trail connection and the Chalco Entrance Road design, received reports from the Treasurer, Chairperson, and General Manager, and discussed the appointment of an ad-hoc subcommittee for grade stabilization design.
The agenda for the meeting centers on the Request for Proposal regarding the Historic Florence Trail Connection. Key items include the initial screening of submitted proposals and the formal authorization to initiate contract negotiations with the selected firm.
The Subcommittee discussed the RFP for the Chalco Entrance Road Design project. The Assistant General Manager provided a briefing on the project scope, which involves professional engineering services for the design, permitting, and construction administration of the entrance road to Chalco Hills Recreation Area. The Subcommittee evaluated proposals from three consulting firms, ultimately recommending a ranking of the firms to the Board of Directors for contract negotiation.
The board approved updates to the interlocal agreement for the Lower Platte River Phragmites Management Program, an agreement with Lancaster County for the administration of the Lower Platte Weed Management Area Nebraska Environmental Trust Grant, and cooperative agreements with the U.S. Army Corps of Engineers for flood repairs. Several fiscal year 2027 cost-share programs were authorized, including urban conservation assistance, stream crossing grade control, urban drainageway improvements, recreation area development, and trail assistance. Additionally, the board approved an increase in funding for the Ralston Creek Trail project and a waiver for construction contract policy regarding private levee repair.
