Palm Beach County Childrens Services Council

The council received presentations on equity in child welfare and the System of Care focusing on Healthy Beginnings. The meeting included the approval of several resolutions, including funding for Community Driven Innovation services, the Help the Helpers COVID-19 relief project, an enhanced mentoring program for at-risk youth, increased allocation for the Palm Beach County Food Bank's benefits outreach program, and the authorization of book purchases for the A Book for EveryChild campaign. Additionally, the council approved a capacity-building agreement with the Small Business Development Center and authorized a repurposing of funds for the Great Ideas Initiative pipeline and agency recovery support. Proclamations were issued for Mental Health Awareness and Trauma-Informed Care Month, as well as the National Month to Prevent Teen Pregnancy.

The Council meeting agenda covered several key topics, including a presentation on the United Way Enhanced Mentoring Program and reports from the Finance Committee regarding the Annual Comprehensive Financial Report, financial statements, investment reports, and multi-year budget forecasts. Action items included the authorization to re-purpose under-expenditures for Great Ideas Initiatives and summer camp scholarships, the purchase of a hosted unified communications solution, and the approval of revisions to the Council bylaws. The agenda also included a legislative update and a report from the Chief Executive Officer.

The committee discussed the performance evaluation of the Chief Executive Officer and determined that a recommendation regarding a merit increase will be presented to the Council. Additionally, the committee reviewed and approved a revised Compassionate Leave Policy for recommendation to the Council.

The council meeting addressed several business matters including the approval of the annual performance review for the Chief Executive Officer, the acceptance of financial statements, and the authorization of a multicultural community engagement campaign. Additionally, the council held officer elections, reviewed a new format for the communications quarterly report, and received a legal update regarding electronic financial disclosure filings.

The committee reviewed the monthly investment report and financial statements as of the end of April. Additionally, a discussion item regarding the auditor rotation policy was addressed.
