The Town of Woodstock is seeking proposals from qualified consultants to prepare an Environmental Assessment (EA) compliant with the National Environmental Policy Act (NEPA) and specific to the Northern Borders Regional Commission Catalyst Grant program.

LCLGRPB solicits consulting services for workforce housing build‑out analyses and site pre‑development in four Essex County communities (Minerva, Newcomb, North Hudson, Schroon). Required work includes hamlet/moderate‑intensity buildout analyses, parcel identification and prioritization, area plans and schematics, zoning/infrastructure/utilities assessments, market absorption analysis, community engagement (minimum two charettes per community), and site pre‑development (permitting, Phase I/II environmental, easements, architectural/site engineering, development pro‑forma and funding stack, and marketing materials). Firms must meet NY licensure and insurance requirements; MWBE/DBE/SDVOB participation is encouraged. Maximum budget $254,400; project completion required by 2027-09-01.
