The project includes without limitation, to plug and abandon Holtman M-3 and Holtman M-8, including the portion of Lateral M6S associated with these two Wells and associated above ground appurtenances at these two Wells. More specifically, Natural plans to perform the following work at each Well site: 1. Holtman M-3. Natural requests authority to plug and abandon in place Holtman M-3 in the HMS aquifer reservoir, abandon by removal the associated I/W well surface auxiliary equipment, and abandon in-place the approx. 1,461 ft of Lateral M6S that connects Holtman M-3 to the Holtman M-4 I/W well (“Holtman M-4”). 2. Holtman M-8. Natural requests authority to plug and abandon in place Holtman M-8 in the HMS aquifer reservoir, abandon by removal the associated I/W well surface auxiliary equipment, and abandon in-place the approx. 1,060 ft of Lateral M6S that connects Holtman M-8 to Holtman M-3. Natural also plans to abandon by removal the existing 8" ball launcher at the Holtman M-8 site. 3. Holtman M-4. Natural plans to install a new 8" ball launcher at the Holtman M-4 site to maintain the function, operation, and integrity of the non-abandoned portion of Lateral M6S in the HMS storage gas gathering system.

Construction of a 10" steel natural gas liquid (NGL) pipeline, approx. 28.1 miles long. The Hiland Express Spine Pipeline Project will provide take-away capacity for Y-grade NGLs (a mixture of ethane, propane, butanes, iso-butane mix, pentanes, and natural gasoline) produced at the Hiland Roosevelt Gas Processing Plant to the Camp Creek Injection Station, where products will enter an existing NGL pipeline system.

The project involves to perform modifications at its existing Compressor Station 168 (“CS 168”). The proposed modifications will allow Natural to transport gas from the rapidly growing Delaware Basin production area to existing receipt and delivery points and will create approx. 50,000 dekatherms (“Dth”) per day of firm transportation capacity along Natural’s Amarillo System in Segment 8 of Natural’s Permian Zone. The proposed Project will include controls upgrade to the existing Unit 1 and replacement of an older less efficient Unit 2 with a larger compressor unit at CS 168. All construction activities for the proposed Project will be within the existing boundary of the CS 168 property. The project consists of the following activities: Unit 1 controls upgrade, abandonment in place of Unit 2, and installation of a Caterpillar 5,500-horsepower (“hp”) compressor, Unit 3.
