National Highway Traffic Safety Administration
The system acts as a centralized repository for the secure receipt of data from Original Equipment Manufacturers (OEMs). Data is currently ingested through two primary channels: Standardized Excel templates submitted via email and the NHTSA/EPA web service. This data includes mid- and final-model year reports, fuel economy data, vehicle footprints, and production volumes. CAFE currently serves as an easy and efficient means of sharing regulated fuel efficiency data collaboratively with the Environmental Protection Agency (EPA) Central Data Exchange (CDX). The CMS provides a simplified means of providing up-to-date reoccurring public reporting on manufacturers’ efforts in complying with fuel efficiency standards. The CAFE DB is categorized as a FIPS 199 Moderate system. It is the primary technological infrastructure supporting the rulemaking, enforcement, and regulatory reporting mandates for NHTSA’s Office of Vehicle Safety Compliance (OVSC) and Office of Rulemaking (NRM). Task C.6.1 – Kick-Off Meeting: The kick-off meeting shall be held within four weeks after award for the Contractor staff, Contracting Officer, COR, Project Manager and implementation team. This meeting is to discuss any contractual matters and to define plans and expectations. Task C.6.2 – Phase-In Transition: The phase-in transition will begin within two days of the kick-off meeting. The Government has allotted 90 days for the Contractor to transition from the incumbent Contractor. At the end of this period, the succeeding Contractor shall be fully operational. The first 30 days of the transition shall be dedicated to the following task and activities; Introduction of Government and Contractor Staff; Identifying transition team roles and responsibilities; Security clearance process briefing; Submit leadership and core staff security clearance documents; NHTSA’s technical expert’s program overview sessions.
