This document outlines the Borough of Englewood Cliffs' Fourth Round Affordable Housing Trust Fund Spending Plan for the period of July 1, 2025, to June 30, 2035. The plan details revenue projections from development fees, interest, and other income, along with administrative mechanisms for fund collection and distribution. Key expenditures are allocated for rehabilitation projects, new construction of affordable units, extensions of affordability controls, direct affordability assistance, and administrative expenses. The plan aims to ensure compliance with affordable housing obligations and the responsible management of trust fund revenues to support affordable housing initiatives.

The introduced ordinance was read and passed on first reading at the Regular Meeting of the Mayor and Council of the Borough of Englewood Cliffs. The ordinance will be taken up for further consideration and/or adoption by the Mayor & Council at the Regular Meeting. Copies of said ordinance will be made available to the members of the general public who shall request the same at the office of the Borough Clerk in the Municipal Building. The ordinance in question is Ordinance NO. 2025-12, which pertains to amending fees and usage requirements for recreation facilities.

The bond ordinance authorizes various public improvements and the acquisition of new equipment and machinery, including automotive vehicles for the Borough of Englewood Cliffs. These include improvements to municipal buildings and facilities, a Borough Records Digitizing Project, removal of underground fuel storage tanks, sanitary sewer line cleaning, installation of a salt shed, engineering and design phases for DPW facilities, improvements to sanitary and storm sewer systems, and acquisition of equipment for the DPW. The total appropriation is $2,000,000, with $100,000 as a down payment and $1,900,000 authorized for bonds and notes.

The ordinance establishes a schedule of salaries, wages, and compensation for public officials, officers, and employees of the Borough of Englewood Cliffs, and establishes a method of payment for the calendar year 2025.

The Borough Council adopted a bond ordinance to authorize Phase I of the Borough-wide Sewer Improvements Project. The project has an appropriation of $950,000, with $900,000 in bonds/notes authorized. Section 20 costs are $45,000 and the useful life is 40 years.
