The MSU Academic Affairs Continuous Agility Process (CAP) for 2023-24 is a systematic and agile framework designed to maintain the freshness, relevance, and market-savviness of academic affairs. It addresses four interconnected work streams: Implementing (covering areas like college realignment, LMS and Faculty Success transitions, advising, and data infrastructure), Completing (focusing on finalizing study team work and the Academic Performance System), Building (developing strategies for academic reinvestment, data analytics, AI integration, research, online offerings, classroom technology, and professional development), and Preparing (concentrating on Higher Learning Commission accreditation reaffirmation). This process outlines 20 specific outputs to be addressed throughout the year.

This Strategic Enrollment Management Action Plan identifies priorities and numeric goals for the upcoming year, aligning with previously updated SEM goals and strategies. Key focus areas include recruitment strategies to grow Fall 2024 enrollment and implement long-term enrollment growth initiatives, student success efforts to improve retention and increase student engagement, and foundational workstreams that encompass building internal effectiveness, enhancing communication, encouraging innovation, and evaluating program efficacy.

The board meeting encompassed various agenda items including faculty handbook revisions, facility and equipment projects, human resources actions, procurement activity reports, athletics employment agreements, and dining services contracts for the West Plains campus. The board also received reports from committee chairs, the university president, and various campus leaders, including updates on the strategic plan, enrollment management, academic affairs, and student government activities. Additionally, the board approved the internal operating budget and discussed the meeting schedule for the upcoming year.

The committee reviewed year-to-date financial statements and fiscal year 2027 budget recommendations for both the Springfield and West Plains campuses. Discussion topics included updates on facilities and equipment, specifically renovations at Carrington Hall and the West Plains campus, as well as a review of resolutions regarding an intergovernmental law enforcement agreement and various procurement contracts over $250,000, including library systems, periodicals, and dining services. The development report and various financial statements were also discussed.

The committee reviewed the 2026-2031 strategic plan and discussed revisions to new academic programs, specifically for Autism Education, Early Childhood Education, and Elementary Education. Additionally, the committee reviewed revisions to the Board of Governors bylaws, as well as updates to employee handbooks for both the Springfield and West Plains campuses. A closed meeting was authorized in accordance with state statutes.
