The council completed discussion of Goal 2, focusing on recruiting, retaining, and valuing well-qualified students, faculty, and staff. Action items included offering multi-year scholarship packages, prioritizing resources for student on-campus work, internships, and research, enhancing recruitment and branding strategies, expanding student academic support services, and revising the strategic enrollment management plan. Discussions also covered supporting commitment to teaching, scholarship, and service, as well as offering professional development support.

The budget forum highlighted funding decisions based on recommendations from the Strategic Planning & Budget Council and President's Staff, as well as legislative actions. The focus was on investments with enrollment growth potential and alignment with the MSU Strategic Plan: Empowering Generations, emphasizing excellence in education, recruitment and enrollment, retention and graduation, a vibrant and inclusive campus, and community engagement & partnerships. Salary increases for FY '22 and FY '23 were discussed, along with tuition projections and the use of financial reserves to fund high-priority needs. The forum also covered appropriated operating budget increases, including new faculty positions and marketing budget enhancements, as well as operating budget reductions through vacant position reductions and funding source reallocations. One-time appropriated investments and approvals from existing budgets and other sources were also detailed, covering items such as biology equipment, campus lighting, security cameras, deferred maintenance, and various renovations and software acquisitions.
