James City County is soliciting Two-Step sealed competitive bids from qualified and experienced professional contractors licensed in the state of Virginia with the demonstrated capability and capacity for stormwater and sanitary sewer improvements as described in this Invitation for Bids. (See Section II.6 for Scope of Work). The Grove Neighborhood Stormwater and Sanitary Sewer Improvements project consists of construction of a Regenerative Stormwater Conveyance (RSC) system. The project is located at 123 Whiting Ave (PIN 5230900001A) with a total parcel (site) area of 3.89 acres. The total disturbance for this project is 0.30 acres. There is an existing concrete channel at the project site which is in poor condition, and the general area is overgrown with vegetation and neighborhood-generated debris. The RSC is proposed to replace the failing concrete channel. The project also includes the replacement of approximately 83 linear feet of existing sanitary sewer 8" RPM - Reinforced Plastic Matrix (RPM) pipe (incorrectly identified as 'Iron' on Sheet G5 Existing Conditions) with C900 PVC material. This replacement work will take place within the roadway and will be followed by a full width repaving of the affected portion of Church Street. This sewer segment serves 40 residential properties. The contractor bears full responsibility for sewage conveyance through any appropriate means and methods while preventing any spills. The average daily flow rate is 6,400 gallons per day. The RSC is funded by a grant which has an end of March 2027 deadline for completion. The RSC will therefore need to be completed before the sewer line replacement work can commence.
