Board meetings and strategic plans from City of Groton
The council meeting addressed two primary business items: the acceptance of an annual emergency management performance grant and a $6 million municipal bonding request. The grant requires a 50/50 cost-match to support the emergency management director's stipend. The proposed bonding package aims to fund the reinforcement and replacement of the municipal building roof, comprehensive facility renovations—including hazardous material abatement and interior repairs—the replacement of the Firehouse Company 2 roof, and the acquisition of a new air compressor for the fire department. The discussion emphasized the urgency of the roof repairs due to ongoing structural leaks and deteriorating conditions.
The commission held a public hearing to review several applications for certificates of appropriateness. Key discussion items included a request for the removal of 21 High Meadow Lane from the historic district and a review of proposed window modifications for 14 West Mystic Avenue. Additionally, the commission heard a pre-application presentation regarding renovations for a property at 20 Bank Street.

The commission discussed the SHIPP grant for mooring field markers, prioritizing the application for grants for a no-wake buoy and land-based marker instead. Discussions were held regarding requests for increased police enforcement on the waterfront and plans to invite the Chief to a future meeting. The review of Harbor Management Plan update proposals concluded with the decision to reject current submissions and issue a new RFP. Approval was granted to submit SHIPP grant applications for signage and the HMP update. The meeting also included a budget review and an update on a grant secured for the reconstruction of the Fishing Pier on Shore Avenue.
