Based on FAA Airport Improvement Program (AIP) guidance, the threshold for pavement rehabilitation requires a PCI of less than 70 (fair), and for pavement reconstruction, the pavement must have a PCI of less than 55 (poor). Based on the PCI value for Taxiway D, the recommended rehabilitation method is an asphalt mill and overlay. Based on the PCI values for the associated taxilanes, the recommended method for reconstruction is full depth reclamation (FDR).
