The Comprehensive Plan Advisory Committee (CPAC) meeting focused on presenting and discussing a draft sub-area planning framework for the Fairbanks North Star Borough (FNSB) Regional Comprehensive Plan Update. Key discussions included the process and criteria used to define 14 preliminary draft sub-areas, emphasizing that boundaries are soft and subject to refinement based on community input. The committee debated the inclusion and grouping of outlying communities such as Haystack and Chatanika. The outlined sub-area planning process involves standardized steps over 18 to 24 months per plan, with estimated costs between $200,000 and $300,000 per sub-area plan. The CPAC provided input prioritizing areas such as Esther, Goldstream, Fox, Two Rivers, Pleasant Valley, and Salcha Badger Road due to current growth or conflict. Demographic trends, including an increase in the senior population, were also presented as factors influencing future planning needs.

The agenda includes citizen's comments, disclosure of conflict of interest, and approval of the agenda and consent agenda. The commission will review meeting minutes from July 19, 2021 and hear a report from the Parks and Recreation Acting Director, including an update on current Capital Improvement Projects (CIP). The commission will also review and make recommendations on the list of Parks and Recreation Facilities being considered for nominations as Capital Improvement Projects (CIP).

This document outlines the process for updating the Fairbanks North Star Borough's Comprehensive Plan, which is legally mandated and nearing the end of its 20-year planning horizon. The plan update is structured around developing a shared vision, guiding principles, goals, and actionable strategies. Key focus areas for the plan include land use, housing, transportation, infrastructure, economic development, natural environment, and community and human resources. The process incorporates extensive community input, including surveys on quality of life, important characteristics, and community values, to shape the future direction and ensure alignment with community needs and aspirations.

The meeting included communications from the Library Director and Officers, as well as citizen comments. Discussions covered the library's browsing by appointment system, updates to the FNSB mitigation policy, and the library's flat budget for the coming fiscal year. Updates were provided on the CIP project and fundraising efforts for renovation, including a significant donation towards the teen room. The Summer Reading Program, "Reading Colors Your World," was also discussed, along with a program with Stars of Gold Readers. Additionally, there were open Library Assistant positions, and a review of the Internet Use Policy was planned.
