The OSSE Strategic Plan 2026–2030 is designed to build momentum for every student’s future within the District of Columbia. This five-year plan focuses on empowering learners by ensuring strong beginnings, providing comprehensive support for the whole learner, establishing reliable systems, and offering diverse pathways to college, career, and a life of their choosing. The strategic intent is to improve educational outcomes for all students, enabling them to meet a changing world by developing their abilities to read, reason, create, and choose.

The strategic plan for the Oficina del Superintendente Estatal de Educación (OSSE) outlines its direction from 2026 to 2030. It is structured around five core priorities: Achievement in Literacy and Mathematics, Postsecondary Success, High-Quality Special Education, Healthy and Engaged Students, and Excellent Core Operations. The plan aims to ensure all District of Columbia students, from early childhood through adult education, receive high-quality instruction and support, achieve academic and postsecondary success, particularly those facing greater obstacles. It also seeks to provide high-quality special education in the least restrictive environment, foster a safe and supportive school environment for student well-being, and ensure accessible and reliable OSSE programs and services through excellent core operations.

The DC-wide Graduate Profile articulates a vision for college and career ready capabilities students should attain prior to graduation. It outlines key academic, personal, and interpersonal characteristics and competencies, including Foundational Knowledge and Skills, Learner Agency, Information, Media, and Technology Literacy, Critical Thinking and Problem Solving, Communication and Collaboration, Social, Emotional, and Physical Well-being, and Global and Local Citizenship. The profile aims to prepare all DC students to thrive in a rapidly changing, diverse, and interconnected world by equipping them with the necessary knowledge and skills.

This strategic plan for the Office of the State Superintendent of Education outlines five key priorities to guide its efforts from 2026 to 2030. These priorities include enhancing literacy and math achievement for all DC learners, ensuring postsecondary success through aligned pathways and necessary skills, providing high-quality special education with a focus on academic growth and independence, fostering healthy and engaged learners through supportive environments, and maintaining excellent core operations for reliable services. The plan is further supported by cross-cutting initiatives involving data infrastructure modernization, strategic fund utilization, and responsible AI integration.

The public session agenda included the review and consideration of initial provisional applications from Bridging Nations University and the National Institute of Emergency Medical Services. Additionally, the commission addressed renewal applications from the Capital Health Institute, LLC and the National Housing Corporation Learning Center, along with informational items regarding correspondence and communications from Citiwide Computer and Nursing Assistant and Dudley Beauty College.
