This Strategic Plan outlines Yuba County's commitment to serving its community with integrity, collaboration, and innovation, aiming to foster a future where it remains a sought-after place to live, work, and play. The public meeting was dedicated to discussing the redistricting process for the county's five supervisor districts following the 2020 Census data release. Key topics included the necessity of equal population representation across districts, anticipated growth primarily in South County (Districts One and Four), and the potential shrinking or expansion of existing district boundaries to maintain balance. The presentation also covered legislative changes encouraging public participation, the overall timeline culminating in a December 14th hearing and December 15th adoption deadline, and the commitment to minimize gerrymandering while preserving community characteristics like neighborhoods and school districts. The development of an online tool allowing the public to submit their own draft maps was also highlighted.
The joint workshop session included a presentation by Jeff Bridges of Cotton/Bridges Associates regarding the Yuba County Housing Element process. Minutes from the Yuba County Planning Commission were identified as Exhibit "A" and attached to the record.
The Board of Supervisors addressed several administrative and operational items. Key actions included approving various agreements, such as use of grant funds for the Airport Master Plan, domestic abuse services, and mental health and substance abuse service agreements. Personnel changes were enacted, including the addition of an Assistant Public Works Director-Water Resources position and related budget transfers, alongside several classification and salary schedule amendments. The Board also discussed flood insurance requirements and levee permit conditions, held a public hearing regarding a tentative subdivision tract map and specific plan amendment, and reviewed various correspondence regarding audit reports, grant solicitations, and regional planning issues. An executive session was held to discuss threatened litigation.
The meeting included a closed session to discuss one case of threatened litigation pursuant to Government Code §54956.9(b). Following the closed session, there was no announcement, and subsequently, the meeting was adjourned as there was no further business.
