The City of Winchester's 2026-2031 Strategic Plan serves as a roadmap to guide policy development, leadership decision-making, and departmental accountability, reflecting community needs and priorities. Its mission is to advance a safe, vibrant, and fiscally sustainable City, improve the quality of life, and provide excellent customer service. The plan focuses on five strategic pillars: Connecting Our Community, Preserving Our Safe and Secure City, Supporting Our High Quality of Life, Keeping Our City Running, and Ensuring Our Effective and Efficient Government.

The council held a special meeting to discuss the appointment of an interim counselor. The regular meeting included discussions about limiting travel due to increased COVID-19 cases, supporting the Winchester Honduran community affected by a hurricane, and remembering Officer Hunter Edwards. There were updates on a roll-off trash can pilot, holiday closures, and lights in Jim Barnett Park. A public hearing was held regarding amendments to sign regulations in the medical center district and rezoning a portion of land on North Cameron Street. Public comments were heard regarding rezoning and traffic concerns related to a proposed development.

The meeting discussed the Comprehensive Plan Update, including demographic trends, housing, transportation, and development. Key topics included population projections, ethnic and racial composition, education levels, age composition, and housing stock. The survey results indicated that most respondents live and plan to continue living in Winchester. The survey also showed high support for housing for retirees, workforce housing, young professionals, and seniors. The survey also showed that there is a need for more grocery stores.

The committee discussed the fiscal year 2023 proposed public safety department budgets, covering various departments including the Sheriff, Courthouse Security, Commonwealth Attorney, Police, ECC, Fire Department, Emergency Management, Social Services, and the Juvenile Detention Center. Key discussion points included adding new positions to address temporary detention orders, software for body-worn cameras, vehicle replacement procedures, and the fire department's application for a safer grant to fund firefighter positions. There was also discussion about radio replacement, drone utilization, and caseload management in social services.

The meeting of the Finance Committee of the Winchester Common Council included discussions on the fiscal year 2026 budget overview and updates. Key topics included the fund balance policy, general fund highlights, the real estate tax rate timeline, a tax rate history, and a comparison with select rates from other cities. The committee also reviewed must-do operating increases, health insurance costs, cost of living adjustments, and potential requests from Winchester Public Schools. The proposed administrative department budgets were also discussed.
