The committee reviewed the Executive Director's report, which included an audit of the police discipline process, KPD policies and procedures, and a list of community outreach and networking activities. Subcommittee reports were provided regarding audio/video footage, racial profiling, and operations. The meeting also included a presentation by police leadership on missing children investigation processes and community updates regarding the Community Police Academy.

The Board workshop focused on the presentation and review of the completed mockup for the parking garage expansion project. Discussions included the design team's approach, project progress, and the design inspiration drawn from the Smoky Mountains for the project's color selection.

The committee discussed amendments to rules regarding honorary resolutions, proclamations, and the definition of presentations for legislative agendas, with a focus on prohibiting commissioners from providing informational presentations to ensure adherence to Robert's Rules of Order. Additionally, the committee addressed the procedural requirements for overriding a mayoral veto on legislative resolutions and scheduled the next meeting.

The board addressed several agenda items, including the deferral of an appeal regarding a development plan on Barbar Lane following significant opposition from local residents regarding parking congestion, noise, and the use of properties for short-term rentals. Additionally, the board reviewed and approved a waiver request for a peripheral boundary setback modification for a property located at 1600 Lee Lindway.

The public hearing focused on discussion and input regarding the proposed FY27 budget and the FY27 capital improvement plan. Key discussion topics included potential modifications to future hearing times to accommodate working taxpayers, the allocation of funds to various nonprofit organizations, specific budget line items such as warming centers, mental health inpatient facilities, solar maintenance, and the Knox County building expense budget. There was also an extensive discussion concerning state funding for education through the TISA program, including how these funds are estimated and allocated based on average daily membership trends.
