This System Master Plan for the City of Newport documents engineering evaluations of the combined sewer system's conveyance and treatment capacity. Its primary objective is to identify cost-effective remedial measures to eliminate in-system sanitary sewer overflows (SSOs) and discharges from the combined sewer overflow (CSO) treatment facilities. Key recommendations include a 50% reduction in rainfall-derived inflow, upgrading the Water Pollution Control Plant (WPCP) to increase wet weather capacity, raising existing weirs, installing new pump stations, upsizing sanitary pumps and modifying CSO treatment facilities with dechlorination, and improving stormwater conveyance infrastructure. The West Side Master Plan Summit convened original stakeholders to review the implementation progress of the 2005 West Side Master Plan (WSMP) and discuss current regional development opportunities. Key discussion points included the economic significance of the West Side to the region, a historical overview, and updates on WSMP implementation across Newport, Portsmouth, and Middletown, including input from Naval Station Newport. Key technical discussions focused on Geographic Information System (GIS) capabilities, applications, and required data elements for EPA compliance, the Water Pollution Control Plant (WPCP) Optimization Study findings (which concluded no interim flow increases were feasible due to current facility limitations, but recommended interim repairs and negotiation for a TSS removal waiver), and an overview of the Capacity, Management, Operation & Maintenance (CMOM) program, including the status of its Corrective Action Plan (CAP) progress. Future meetings are scheduled to address harbor water quality and overflow frequencies.

One petition regarding a guest house conversion was withdrawn.
