Board meetings and strategic plans from Michael A. Caruolo's organization
The Technical Review Committee conducted preliminary reviews for several new items. The first involved 435 Broadway (Triplett School), requiring demolition, major subdivision, and construction of a school and four single-family homes. Committee comments focused on shared driveways, utility co-location, abandonment of Brook Ave. Ext. for lot 11D, screening the parking area, documenting existing utilities, developing a drainage plan, and landscaping discussions. The second item was the preliminary review for Waites Wharf, involving the demolition of structures and construction of a hotel. Key comments included requests for Harbor Walk improvements, exploring elevation changes to the right-of-way, ensuring clear pedestrian pathways, utility documentation, and reviewing drainage plans. The committee also distributed materials for a building renovation and parking lot reconstruction at 10 Washington Square for review at the next meeting. Finally, the committee decided to schedule future meetings for the second Wednesday of the month at 9 a.m. in the Council Chambers.
This System Master Plan for the City of Newport documents engineering evaluations of the combined sewer system's conveyance and treatment capacity. Its primary objective is to identify cost-effective remedial measures to eliminate in-system sanitary sewer overflows (SSOs) and discharges from the combined sewer overflow (CSO) treatment facilities. Key recommendations include a 50% reduction in rainfall-derived inflow, upgrading the Water Pollution Control Plant (WPCP) to increase wet weather capacity, raising existing weirs, installing new pump stations, upsizing sanitary pumps and modifying CSO treatment facilities with dechlorination, and improving stormwater conveyance infrastructure. The plan aims to achieve regulatory compliance and improve water quality in Newport Harbor.
The West Side Master Plan Summit convened original stakeholders to review the implementation progress of the 2005 West Side Master Plan (WSMP) and discuss current regional development opportunities. Key discussion points included the economic significance of the West Side to the region, a historical overview, and updates on WSMP implementation across Newport, Portsmouth, and Middletown, including input from Naval Station Newport. Focus areas identified for future regional initiatives were highway access and connectivity (Burma Road / Stringham Roads Corridor), workforce housing, transit, commercial/industrial growth, resilience and sea-level rise, and infrastructure needs. Discussions also covered moving forward, emphasizing the need for an economic development and cost-benefit analysis, potentially engaging a consultant, and involving the public in updating the plan.
The meeting covered several key discussion topics and follow-up items from a parking lot list. Key technical discussions focused on Geographic Information System (GIS) capabilities, applications, and required data elements for EPA compliance, the Water Pollution Control Plant (WPCP) Optimization Study findings (which concluded no interim flow increases were feasible due to current facility limitations, but recommended interim repairs and negotiation for a TSS removal waiver), and an overview of the Capacity, Management, Operation & Maintenance (CMOM) program, including the status of its Corrective Action Plan (CAP) progress. Future meetings are scheduled to address harbor water quality and overflow frequencies.
The Board of Review conducted business related to several zoning petitions. One petition received a 12-month extension for a special use permit and variances related to demolishing a restaurant and constructing a two-family dwelling. Several other petitions were approved under a summary calendar, including requests for deck expansions, shed dormer additions, rear additions, and the conversion of a second-floor unit into a guest house with additional off-street parking. Other approved petitions involved the construction of a garage/storage building, placement of heat pump condensers, construction of a larger replacement garage, placement of outdoor amenities (hot tub, kitchen, fire pit), and construction of a master bedroom addition and decks. One petition concerning the placement of standby generators was also approved. Additional petitions covering the replacement of a detached garage, construction of outdoor amenities, demolition of a garage for a new addition, conversion of sleeping quarters to a guest house, construction of a new dance studio, property subdivision, appeals against building permits, construction of a deck addition, and use of an overhead electrical wire service were addressed or continued. One petition regarding a guest house conversion was withdrawn.
