The council discussed public concerns regarding the cost of living, household income, and the structure of building permit fees. Legislative actions included the passage of an ordinance regarding the enforcement of building permitting and inspections within incorporated towns, as well as the authorization of a lease agreement for a property on Russell Street. The council denied a request to rezone a property on Fuguay Lane and approved a resolution honoring Ms. Ruth A. Bartley Brown. Additionally, the council approved funding recommendations from the Tax and Tourism Advisory Committee to support various local festivals, county marketing efforts, and sporting event promotion.

The council received public comments regarding the upcoming 250th anniversary of the Revolutionary War and concerns about the naming and credit of a local museum. Proclamations were passed for EMS Week and Lupus Awareness Month. The council held third readings to approve rezoning requests for properties on Five Chop Road, Graveyard Rock Road, and Rocks Pond Road, and a second reading to authorize a lease agreement for property at 1520 Russell Street. A resolution honoring the retirement of Lottie R. Lightsey was approved. Additionally, the council accepted a recommendation from the Public Works Committee to not include Randazzo Court in the county maintenance system and held an executive session to discuss a personnel appointment.

The Board reviewed a variance request from M. B. Kahn Construction Co., Inc. regarding property at 1255 Belleville Rd., which focused on modifying landscape buffer requirements under Article 4 of the Zoning Ordinance. Following a staff report and presentation from the applicant, the Board voted to approve a variance that eliminates buffers along Chestnut and Belleville roads, retains buffers along Campus Dr., and implements a 50% reduction in buffers along Mingo Dr., provided that landscaping is applied around monument or school signage to meet ordinance standards.

The council addressed public comments regarding tax credits for Project Splash and received information on National Problem Gambling Awareness Month. Legislative actions included the first reading of ordinances concerning Project Splash's special source revenue credit and industrial park agreements. Several resolutions were passed to honor community members and organizations. The council approved funding recommendations from the Tax and Tourism Advisory Committee for various local events and tourism initiatives, accepted a sole source procurement justification for the Ambulance Supplemental Payment Program, and confirmed appointments to the Library Board of Trustees and for a Code Enforcement Officer position. An executive session was held to discuss economic development updates.

The committee discussed and approved the discontinuation of maintenance on the easement located behind Lake Marion Lane. Additionally, the committee reached a decision to discontinue maintenance on a portion of Gabigar Road.
