It focuses on gathering community feedback regarding quality of life, infrastructure, transportation, and land use. The plan's development involves four phases: 'recognize' for data collection and existing conditions assessment, 'engage' for continuous public involvement, 'enrich' for drafting and public review, and 'achieve' for formal adoption and a public vote. The overarching goal is to allow residents a voice in identifying areas for growth, preservation, and reinvestment within the city.
