The commission reviewed and approved a conditional use permit for the extension of an existing concrete batch plant operation at 2499 Qualcomm Way, with a new expiration date set for June 3, 2028. During the meeting, staff reported on the Southwest Village Specific Plan, which previously received a recommendation for approval to proceed to the City Council, and highlighted recent industry awards received by the City Planning Department for planning excellence, inclusive public engagement, and transportation planning.

The Commission conducted a business meeting that included the election of officers, approval of several leaves of absence, and authorization of exceptional merit increases for city staff. Discussion topics included a request to merge eligible lists for maintenance positions, the exemption of a program manager role from classified service, appointments and reappointments to the Salary Setting Commission, and staff recommendations regarding fiscal year salary adjustments. Additionally, the Commission heard and adjudicated several appeals regarding conviction record disqualifications and applications for engineering positions, and addressed a closed session concerning pending litigation and disciplinary appeals.

The Commission addressed several personnel-related items, including requests for leaves of absence without pay, granting of exceptional merit increases, and appointments to the Joint Apprenticeship Committee. Furthermore, the Commission handled appeals regarding conviction record disqualifications and medical disqualifications for various positions. Policy discussions included the exemption of specific positions from the Classified Service and recommendations for new classes in the upcoming fiscal year salary ordinance. A closed session was held to deliberate on disciplinary appeals and evaluate the Personnel Director.

The Commission addressed various personnel-related items, including the denial of a one-year special leave of absence without pay for a Junior Engineer. Policy items were approved, such as the use of City employees as raters for the Fire Battalion Chief Examination, the merging of various eligible lists for Police Recruit and Police Officer positions, and the review of Fiscal Year 2016 salary proposals. Several additional requests for leaves of absence without pay were approved for various City department employees, and the Commission concluded with a closed session regarding a disciplinary appeal.

The meeting included non-agenda public comments regarding infrastructure issues such as potholes and recycling services. A significant portion of the meeting focused on an action item concerning the proposal for a wireless public safety communications tower in Gershwin Park, including an alternative site analysis and community feedback regarding environmental and aesthetic concerns; the motion to deny the project was passed. Additionally, the group determined officer assignments for the coming term and organized chairs for various standing committees. Discussions regarding idle oil wells and hybrid meeting formats were postponed.
