The board meeting started with approvals of the agenda and minutes from the previous meeting. Public comment addressed concerns about COVID-19 protocols at the Antelope Valley Resource Center (AVRC), specifically regarding mask mandates and their impact on children. Discussion also included questions about 504 loans and the allocation of funds. The meeting concluded with staff recognitions for a student, a certificated staff member, and a classified staff member.

The policy outlines the requirement for Gorman Learning Charter Network to develop an annual strategic plan. This plan should aid the network in achieving its goals and focus, guided by the fundamental principles of GLCN. The Board of Directors, in collaboration with the Executive Director and administrative staff, is responsible for developing the plan. Regular updates on the plan's progress should be presented to the Board. An annual Board meeting should be dedicated to strategic planning, focusing on long-term goals, performance standards, and benchmarks.

The board meeting included discussion and approval of meeting virtually, approval of the agenda (tabling item J), approval of minutes from previous meetings, communication from the public, comments from board members, approval of the consent agenda, reports and communications to the board of directors, discussion of filling vacant board positions, review, discussion and approval of the discard list, and review, discussion and approval of an IT discard list.

The meeting will include discussion and potential approval of the Local Agency Investment Fund, certification of signatures for ACH deposits, a comprehensive school safety plan, an A-G Completion Improvement Grant Plan, and salary schedules. A closed session will be held to discuss public employee discipline, dismissal, or release.

The Local Control Accountability Plan (LCAP) for Gorman Learning Center details how state funding is used. The plan is approved annually by the Board of Directors in June. The LCAP also includes a Federal Addendum documenting the approach to maximizing the impact of federal investments in support of underserved students. This addendum was approved by the State Board of Education in November 2020 and is reviewed annually. Additionally, the LCAP addresses Proposition 28, which mandates arts instruction funding in schools starting in 2023-24.
