The Southwest Area Plan aims to translate the Framework Plan's vision into a detailed, implementable roadmap for future development. It focuses on creating complete, walkable neighborhoods by meticulously planning land use, including the distribution of diverse housing types, neighborhood commercial areas, parks, schools, and greenways. Key priorities include ensuring compatibility with existing neighborhoods, enhancing multimodal connectivity, preserving natural features, and fostering affordability and livability. The plan defines the structure for Neighborhood Activity Centers and emphasizes community values such as well-connected streets, accessible open spaces, and thoughtful urban design.

The committee convened to discuss proposed amendments to the Historic Preservation Code concerning demolition and relocation procedures for historic resources. The packet included minutes from previous sessions which addressed several key actions: the approval of a demolition request for the Handley House conditioned upon affordable housing commitments and commemorative measures; the review of exterior alterations for the Union Block building; a multi-session deliberation regarding the demolition and redevelopment of the United Methodist Church site for a proposed mixed-use apartment complex; and the authorization of a downtown design review for an addition to the Cooperative Ministries building.

This Housing Production Strategy (HPS) serves as a plan to promote the creation of housing in McMinnville, addressing identified needs and fostering fair and equitable housing outcomes. The strategy is structured around five key categories: Long Range Planning, Regulatory Amendments, Incentives for New Housing, Land-Based Programs, and Housing Choice and Preservation. It aims to encourage necessary housing production, improve affordability, and ensure equitable access for all residents.

The council reviewed legislative initiatives for upcoming funding cycles and identified priority infrastructure projects. The meeting included the swearing-in of a new councilor, a proclamation for Arbor Day, and a presentation regarding the Oregon Air Show. The council approved multiple consent agenda items, such as liquor license requests, resolutions concerning code compliance liens and ARPA fund allocations, and a pavement patching contract. Further actions involved authorizing the sale of city-owned air easements near Tice Park and approving airport lease and operating contracts with Trimble Aviation and the Federal Aviation Administration. Finally, the council received various department reports and discussed the strategic development of a new parks and recreation facility.

The City Council work session focused on a comprehensive review of the American Rescue Plan Act (ARPA) funds. The Council discussed the status of completed and ongoing projects, agreed to discontinue four specific projects to consolidate funds, and reviewed proposals for new investments. Key decisions included approving the allocation of funds for a storm drain line replacement at West Linear Park and the purchase of community security barricades for downtown events. The Council agreed to defer the remaining balance of the ARPA funds to a future work session to allow for further review of parks and transportation-related initiatives.
