This Official Plan for the Town of Niagara-on-the-Lake outlines the long-term direction for guiding development and land use, replacing a previous plan adopted in 1994. The plan is structured around a Community Vision to be fulfilled by 2051, supported by eight strategic pillars: fostering a prosperous and diverse economy; strong environmental stewardship and climate change response; an inclusive, integrated, healthy town; a centre for culture, heritage, and recreation; diverse mobility choices; a well-planned built environment; a prosperous and sustainable agriculture sector; and well-managed municipal finances. The committee held a planning meeting to review various development and zoning applications, including proposed projects at Four Mile Creek Road, Castlereagh Street, and Paxton Lane. Several public meetings were conducted for zoning by-law amendments and official plan amendments, with members of the public providing both support and opposition. The committee also discussed information reports regarding regulatory changes and a governance review update. Additionally, the committee directed staff to prepare a report on council composition and requested the preparation of the 2027 budget with a specific tax levy limit.

The committee reviewed a minor variance application for 2080 Niagara Stone Road. Key discussion points included a previous zoning by-law amendment from 2023, variance requests based on as-built plans, and discrepancies in project floor plans. The application was ultimately approved. Staff provided updates regarding the status of applications for future meetings and an appeal regarding 2052 York Road.
