The Board conducted several administrative and licensing actions, including approving transfers of alcoholic beverage licenses for local establishments and multiple substitutions of officers for various corporate licensees. Additionally, the Board authorized an open-to-the-public event fundraiser, granted a six-month extension for picking up an approved liquor license, and acknowledged a notification regarding facility renovations at a licensed premises.

The agenda focuses on operational and development reports, including economic development updates, Maritime Task Force reports, updates on the City Dock project, and issues concerning channel anchoring and mooring. Additional discussion topics include the charter dock lease status, water taxi dockage, the status of the ferry proposal, and staffing changes. New business involves a potential tour for the Mayor and Council and a site visit invitation. Furthermore, the board will monitor ongoing items such as a maritime recognition program, houseboat task force reports, small business work group status, and a review of mooring buoy rates.

This document presents the City of Annapolis's proposed Capital Budget for Fiscal Year 2027 and its Capital Improvement Program for Fiscal Years 2028 through 2032. This strategic financial plan outlines the allocation of funds for essential infrastructure projects across various City departments, including General Fund, Sewer, Water, Off Street Parking, Watershed Restoration, Transportation, and Refuse enterprise funds. The plan emphasizes ongoing investment in critical capital assets such as City buildings, facilities, roadways, sidewalks, water and sewer systems, parks, and public safety assets, aligning with the Annapolis Ahead 2040 Comprehensive Plan to foster an equitable, healthy, and resilient city through targeted improvements and sustainable development.

The Board reviewed and approved several Special Class C one-day liquor licenses for events including the Annapolis Running Festival, the Annapolis Oyster Roast and Sock Burning, and the 2nd Annual Catfish Cookoff. Requests for extensions of licensed premises for special events were granted for Stan & Joes Saloon and Rams Head. A show/cause hearing was held for Capital Liquors regarding compliance violations, resulting in a fine and a license suspension. The Board also approved four open-to-the-public event requests for the Eastport Democratic Club, an administrative floor plan for the Annapolis Waterfront Hotel, and an upgrade to the alcoholic beverage license for Forward Brewing to include seasonal outdoor dining space.

The committee meeting focused on a general discussion regarding the Maritime Apprenticeship Program, provided an economic development update including a review of the Dock Street Business Mitigation report, and discussed the findings and recommendations for the Special Exception process.
