Board meetings and strategic plans from Maria Alaniz's organization
This document is a Focused General Plan Update for the City of Dinuba, primarily addressing the Land Use and Circulation Elements. The plan aims to guide future development by managing growth, enhancing community identity, and optimizing residential, commercial, industrial, and public land uses, with specific focus on the High School Area and East El Monte Road. It also integrates principles of environmental justice and social equity. Key objectives include establishing a citywide network of 'Complete Streets' to accommodate all modes of travel, improving public transit, enhancing traffic safety, reducing vehicle miles traveled, and ensuring equitable access to public facilities, healthy food, and affordable housing, fostering civic engagement, and promoting a high-quality, fiscally sound, and sustainable community.
The City of Dinuba's Vision Zero Action Plan (VZAP) is a comprehensive strategy aimed at eliminating all traffic fatalities and serious injuries on Dinuba's streets by 2045. It focuses on systematic improvements to street design, policy, and community education. The plan identifies key collision profiles, including pedestrian-bicycle collisions, nighttime collisions, and collisions near parks and schools. It proposes various safety projects, such as citywide streetlight inventory, sign improvements, safe routes to school programs, leading pedestrian intervals, signal system upgrades, and railroad crossing enhancements. The plan also includes policy recommendations, educational programs, and enforcement strategies to create safer streets for all residents and improve multimodal connectivity.
The Land Use Strategic Plan for the East El Monte Economic Vitality and Community Sustainability Plan focuses on revitalizing the Mercantile Row Shopping Center and the East El Monte Commercial Corridor. Key areas of focus include improving land use, circulation, and economic incentives to stimulate economic development and community sustainability. The plan addresses challenges such as westward growth, public facility limitations, and aesthetic concerns, while also leveraging opportunities like vacant retail spaces and available land for development. Strategies include attracting retailers, encouraging residential development, enhancing connectivity, and improving infrastructure and streetscapes to create a vibrant and sustainable community.
The meeting focused on reviewing and discussing proposed new district maps based on 2020 population data. Two initial map scenarios were presented, outlining the necessary shifts to ensure compliance. Discussion included the alignment of council district boundaries with school districts, consideration of future growth in redrawing districts, and the timeline for map selection. An interactive map was suggested to allow for real-time visualization of boundary changes based on growth projections.
The meeting focused on the redrawing of district lines, with a presentation of three possible map scenarios by Davis Demographics. The scenarios considered future development and the differences between them were explained. A public hearing was held to receive comments, and Map 3 was ultimately recommended for final acceptance by the council.
