This document provides a detailed explanation of the technical and economic complexities associated with undergrounding high-voltage transmission lines, particularly for Hydro Quebec as it aims to double energy generation by 2050. It outlines challenges such as heat dissipation, insulation requirements, environmental protection, the reactive effect on power flow, and the significantly higher costs and shorter lifespan compared to overhead lines. The document demonstrates why undergrounding is not a common or cost-effective solution for large-scale electricity transmission, highlighting the potential impact on electricity rates.
The Hydro-Québec Sustainable Development Plan for 2024-2028 serves as a formal commitment to integrate fundamental sustainability principles into its development strategies, business practices, and management processes. Building upon the 'Action Plan 2035 - Towards a Decarbonized and Prosperous Québec', this plan focuses on nine distinct themes including responsible procurement, biodiversity protection, sustainable Indigenous and local community partnerships, responsible energy use, decarbonization of operations, circular economy principles, responsible governance, and the development of sustainable and resilient infrastructures and human resources. The overarching goal is to achieve a prosperous and sustainable future for a decarbonized Québec by fighting climate change, conserving biodiversity, and ensuring equitable economic development.
This 2024 progress report outlines the updated supply plan for 2023-2032, building upon Hydro-Québec's 2035 Action Plan to achieve carbon neutrality by 2050 and economic prosperity. It forecasts demand growth, largely driven by industrial decarbonization and transport electrification, and details strategies for meeting these needs through updated energy and power balances. Key strategies include enhancing energy efficiency, converting autonomous networks to cleaner energy sources, and ensuring power supply reliability.
